I have csv files of data exported from Hansoft that I'd like to import to JIRA since we are moving away from Hansoft, but I can't figure out how to import into JIRA. There is no JIRA import tool for Hansoft

You can use the standard csv data importer. If that doesn't fit the need, you can do a little bit of scripting and use the JIRA Command Line Interface (CLI) to make the importing to JIRA easier. Consider hiring an expert, many have lots of experience with this type of thing.
