How can I set SLA and automation rule for escalation step?

I will give you example to make it easier to you to understand my question:open -> Escalation level 1 -> Escalation level 2if the case stay in "open" step for more than 1h it has to move to "Escalation level 1" step, and if it stay in "Escalation level 1" for more than 2h it has to move to "Escalation level 2" step.

what is the SLA ?

what is the automation rule for it?
