How can I restrict Product discovery "Creator" access to only 3 users while having over 20 Jira org admins?

We don't want to sign up for the standard tier yet. We would like to evaluate, prepare a proof of concept, get buy-in and get everyone onboard for product discovery.

I am unable to limit creators to 3 since we have over 30 Jira org admins. Do Org admins get creator access by default? Why can't I restrict access at product level?

What is counter intuitive is - although Org admins have super access to all products and all admin functions - they still cannot configure boards and dashboards, plans created by other users. sigh! this is definitely an anomaly.

Adding to @Bill Sheboy 's answer - not directly related to the JPD question - having over 20 org admins does not sound like a healthy situation. Unless you are managing many thousands of users across multiple regions (which may be the case of course), I would dare to suggest having a look at that and see if that is really necessary ...

But that is a different topic, obviously.
