How can I remove access to users from Jira that have left my organisation?

Hi, 

Recently we've had some organisation changes and several people have left the company, one of which was the previous Site admin and helped us to set up Jira initially - even though i'm a site admin as well, it seems that it's not possible for me to remove another user if they share the site admin role also.

Is there any way around this?
