Those fields are added when you add the Time tracking field to the screens, so to remove them just go to the screen the issue type is using and remove time tracking.
I'm having the same issue, but there is not Time Tracking field enabled in the screen set to the issue type of my project, and yet, the time tracking fields remain.

I guess you have found a way to get rid of these fields by now but for the sake of closure - have you tried hiding the Time Tracking in the field configuration or leaving the time-tracking permissions in the permission scheme "blank"?
