How can I prevent users (basic roles assigned) to invite others in JIRA?

anyone is able to invite anyone. I have checked the role under user management and everyone has only basic role assigned to them. 

As a admin I need to prevent other users to invite others

Check under these groups once

Under Each User check the group they are in

They should not be under administrators, site-admins.
