How can I prevent that showing project list to unrelated JIRA users?

Hello,

As I rememeber, JIRA user who does not have Project role cannot see the project in the project list.

But recently I found that something changed to show all project list to all user even who does not role in the project. What is wrong with this?

By the way the person does not have project role cannot see the issue or create issue at the project.

Seems like I had following issue.

Could somebody let me know whether I can create new permission like 'Reporter - show only project where current user reported issues' ?
