How can I manage direct notifications

My goal is so that any assignee receives a direct notifications every time issue is created and assigned to it.

For example, I have a lot of tasks and involved in multiple projects as developer. I do receive notifications on someone creating issue and assigning to me, but they are on the Watchers tab. If I receive a direct notification, like a number popping on the corner of my screen I'd be more quick to react to that issue

There isn't any provision in JIRA to do that. There may be a plugin. I suggest looking in the marketplace for one that you're allowed to install in the cloud.
