How can I make info in the description field tabs required?

On a second tab in the general/description area, is it possible to make those fields required upon marking an item done? 

I've added custom fields into a second tab and I want them to be required fields before the team can mark them done.

Is that possible?

What you can do is to add a validator in all the transitions leading to Done, and make all these fields mandatory. For this to happen, you could create a new screen and place these fields in it. Then, add this screen on all transitions to Done. Finally go to your workflows, select the transitions and add validators for making these fields required.
