We are hoping to be able to select a template that is populated in a comment on JIRA issues. We are repeatedly adding the same base comment then adding some more detail and it would be great to get the base template available as a template or macro for the comments.
Anyone know how to setup a macro/template in a comment?

Jira natively does not have an option to create a performed or templated reply in the comments. So you would want to look into a third party add-on to extend this functionality.
There are quite a few add-ons avaliable on Jira Server that can do this, but looking into it I was only able to find the add-on Canned Responses Pro For Jira, that directly mentions performed comment templates in the apps description for jira cloud, and it looks to be a good fit for your use case.
Alternatively you could look into a standalone applications such as TextExpander OR Typinator that give you the ability to preformat commonly used phrases and replies and mix and match the content on the fly, and these options would not be limited to Jira only but would be a workaround that expanded into other applications as well.

Thanks @Earl ! We're currently just copying and pasting the "template" in and that is working pretty well with very low effort. If it becomes something that we could use across different apps we'll take another look at the standalone options you mentioned.
