How can I let anyone to add as a watcher and to restrict them to see/comment on that jira only

I am trying to make some changes in our Jira environment and we want to let anyone in the staff to be added as a watcher to a jira. I want that user's access restricted to that particular jira he is added as a watcher, so that he can just see and comment on only that jira.

Could you please help me in find a way to achieve this setup and guide me what set of permissions I can use to implement it.

Can you please let us know what do you mean by "JIRA"? Would it be a specific issue or a project?

If I have properly understood it, to restrict a specific user to see a single issue you can use the issue security feature.

Here are the steps:

1. Select the Jira icon (, , ,  or ) > Jira settings > Issues.
2. Under ISSUE ATTRIBUTES, select Issue security schemes.
3. Click Add Issue Security Scheme.

4. Fill in the requested details and click Add.

5. Click on the Actions column of the created security Scheme.

6. Fill in the requested details and then click Add Security Level.

7. Add all the users to the security level, but not the one that should be restricted 
8. Navigate to your project > project settings > Issue security > Add the created scheme to your project
9. Navigate to your project > project settings > Screens > Add the field Security Level to your project screens
10. Bulk add the security level to all your issues, but not the only you wanted to keep accessible by the user

Thanks for the reply.

By Jira I meant the issue ( you got it right).

We are planning to open the Jira application access to full staff which is going to rise the number of users exponentially. So, the plan is to add users to a particular issue as watchers and restrict them to see/comment on only those particular issues they have been added as watchers to.

So, there is no definite set of users we want the restricted access to be granted to, so Is there a way to set the permissions to unknown users to achieve the above mentioned setting.
