Hi @Amroz Alam ,

If it is a first installation, I encourage you to follow the following tutorials:

https://confluence.atlassian.com/adminjiraserver073/connecting-jira-applications-to-a-database-861253039.html 

If it is a production or test instance already configured, probable you server hasn't connection to database or the database is stopped.
