I would like to be able to view tasks allocated to the people in my team so that I can manage resources. Is there a way to view in Jira?
Run a search for "all open issues" and include "assignee" in the columns in the issue navigator.
That's a view of the raw data, but there's plenty of other options. Explore dashboards for example. Given the search above, if you save it as a filter, you can use that as a source of data for gadgets like the "filter statistics" - that could give you a simple bar chart showing a list of assignees with the number of issues (from the filter, so "open") they have assigned. There's loads of other gadgets that could be even more useful than that simple display.

Do any of the permissions impact access to this? e.g. if only have user access to a project, seem to be blocked. My guess is adding a group to visibility of the dashboard / filter (e.g. private...add people/group). Look forward to your response.

@jbedaryou are correct in your observation. Other users must have at least have the 'browse permission' to a project to get issues returned from a filter - please note that there even could come some more advance considerations in, like issue security. But let's keep explanation simple for now.
