How can I enable billable hours in a team managed project?

The field billable hours is not editable in Tempo. The only difference is that all other projects are company managed. My colleague said, that the field has to be enabled for editing but I cannot configure that in the project since it is a team managed field. Is there any possibility to enable the field?

The same permission to "Set billable hours" applies in company managed and team managed projects. 

Setting the permissions in team managed projects is done via Project Settings, Access. Please take a look at the documentation for the team managed project permissions  for more information.
