I have 3 different projects with labels and some of the projects have labels that are not present in the other projects. Is there a way to modify a gadget to display the labels from all 3 projects so that I can see issues associated with them?

Try using the Filter Statistics gadget of Jira. It will display the number of issues (count) for each label.
All you have to do is to configure it to use a filter that returns the issues from the 3 projects and to display statistic by Labels field.
If you want a "per-project" labels statistic, then use Two Dimensional Filter Statistics gadget. In this case the statistic must be by Project and by Labels fields.

Why do you keep posting the same boilerplate text to promote this product for questions when it is not relevant to the questions asked?
For example, you note restoring deleted labels but the question did not ask about deleted labels.
