Users are an integral part of JIRA, it can't identify, reply to, report on, or interact without accounts
You can disable the requirement to have customer accounts, but you might as well turn off Service Desk, as there's very little it can do with a single dummy account that it can't talk to.
I don't mind giving the customers the ability to create accounts, I am trying to figure out how to remove the requirement.

The only way to remove the requirement is to strip all the functionality out. It's a requirement for a number of reasons, as above.
