The field 'Time Tracking' does not have value for issue FMLIOS-2 and will not be displayed on the view issue page. Set value for that field so that it shows up.
Does the Time Tracking field exist on the Create/Edit screen? If not then you need to add it to that screen and also the Default one in order to see it.
