How can I configure labels for custom fields like this?

Someone before me has somehow configured some fields to display labels for a specific project. I'd like to do the same for another project but I can't for the life of me figure out how.

I can't see anything relevant when looking at the config for this screen.

For a field to be presented to a user in a Company-managed project (all server/dc projects are), then it must

• Be on the screen, as you've shown us a screenshot of
• Not be hidden in the field configuration for the issue type and project
• Have context for the issue type and project

So

• Are you sure the other project is using this screen for the issue type?
• Check that the fields are not hidden in the field configuration - if they are, flip them over to shown
• From global admin, go to issues -> custom fields and check the context for the fields.  Does it include your project
