How can I configure initiatives and other hierarchy levels ?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
According to this part of the documentation,
I'd like to add the initiative level to my project, so I've added the issue type Initiative already.
I have the admin permission but I still don't understand why I can't see the gearing in my view... Would you enlighten me please ?
