I want to set my own date range in Jira for my velocity report. I don't necessarily want to use the last three months.

Unfortunately, with native JIRA you are limited to the last 12 months.
You can use the app I developed - Multi-team Metrics & Retrospectives - to display as many sprints as you want. Plus, you can use not only sprints, but also months, quarters, half-years, or years; see dynamics of metrics between periods; conduct in-place retrospectives, etc.

The Jira velocity report is limited to the most recent 12 sprints. To see the velocity of older sprints or sprints from specific time ranges, the solution would be to install a plugin (app) from the Atlassian Marketplace.
If you want to try a plugin, our Great Gadgets app includes a Team Velocity gadget, which can display any previous sprints and offers all sorts of options for filtering sprints, including by custom date range.
The gadget is flexible and configurable and offers more metrics than the Jira reports. On its optional Data tab you will find all the sprint details, which can be exported in CSV format.

The built-in velocity report always shows the last 12 sprints with no configuration options. There are several suggestions to make that more configurable, such as this one:

You may want to ask your Jira Product Admin if you have any marketplace apps installed which allow more configurable sprint reporting with dashboard gadgets.
