How can I change system administrator?

I use JIRA Cloud, and system administrator seems to be Jira, How can I change to system administrator on my own account=

You don't.

System administration is limited to Atlassian support, you won't ever get access to it. Your account should have "JIRA Administration", at the highest level.

Thanks for answer, I just wanted to download Turkish version but even I dowloaded the turkish packet, I can not upload it, Im trying to solve this problem, do you have any advice?

You could raise it with Atlassian Support to see if they would install a language package for you, but I suspect they won't do it as a one-off.
