Hi Marion, welcome to the Community. There are a number of ways to notify users other than the reporter or assignee in Jira.
- Watcher - if the user has a license in Jira they can be added as a watcher to an issue. As a watcher they will receive all updates as configured under Notifications.
- Automation - if the individual is not a Jira user consider setting up Automation rule(s) to send an email based upon some trigger.
- Addon - there are various addons that could achieve notifications if desired or necessary but the above two OOTB solution should meet your needs.
