How can I add the same options in second list for all the options in first list for cascading field

I want a cascading field for roadmap option. I want the first list with options 2020, 2021, 2022 and 2023 and second list to be Q1, Q2, Q3 and Q4.

Is there a way to keep second list common for all options of first list instead of replicating the options for each option in first list?

No, you can't share the lists.  The whole point of the cascading select is that the items on the second list vary by parent and that they are always separate options.
