Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.

If you are working with a Team Managed project, those do not support adding Quick Filters to the boards.

If you are working with a Company Managed projects, you can add Quick Filters if you are an Administrator for the board by clicking the ... button in the upper right, going to Settings, and going to Quick Filters.

Yes, and...to what Trudy noted: here is the suggestion to add quick filters for team-managed projects, which you may watch or vote for to see progress.
