How are users creating new products outside of our organization?

I understand since we have a premium, not an enterprise subscription, that users can create new products outside of our organization.

I am getting extremely frustrated by this and will soon start submitting Compensation Requests to Atlassian to refund me for the cost of my time dealing with this. 

Everyone who has done this has done this by accident, and no one can tell me the steps they took. I CANNOT REPRODUCE THIS... to warn our users. 

I have looked and this is not documented anywhere I can find. 

What are the steps that users are doing to create new products outside of our organization?

It is their own org with Atlassian Admin, Jira, and Confluence, and sometimes Product Discovery...

One user mentioned that he thinks it was related to clearing his browsers cookies and history, which forced him to login and authenticate again. He thinks this somehow created this instead of going to our organization/products.

What products do you have and what products are they creating?

Anybody can go directly to Atlassian's site and click the Star Trial button.

Users of your instances may also see product recommendations for other products within the existing products. Those may have a "try it now" button. When clicked that would start the wizard for deploying a new product with a screen for creating a site. If the follow the wizard they end up creating a new organization, site, and product.

Yes, it would be their own Organization. If they follow one of the product recommendations and get to one of those Free Trial/Try it Free buttons then, as I said, they will go through a wizard that will guide them in creating their own Organization.

To add a product to an existing Organization you would have to be an Organization Admin for that Organization, and you have to start the process of adding the product to the Organization from within the admin.atlassian.com pages for that Organization. Since your users are not able to to that, to deploy a new product would require them to also create an Organization.

As to how they end up getting to that point, that depends on many factors, and I really don't know all the various ways it can happen. Are they going directly to the URL for your instances? If they don't go directly to the instance URL, they may be ending up on a more generic page, like atlassian.com, where they can find a "sign in" option and "get started now" options.
