How I can see users timesheet and log work

I am administrator of jira and i have created 3 new users. Although I can see other users which the former admin have created I cannot see these new users that I myself have created them.

How I can solve this problem? Is there any special setting that I have forgotten?

What do you mean by "see users"? A user in Jira can either see all users or none of them, there's no in-between.

That makes me suspect you're trying to do something like assign them issues in a project which you have not put them in as possible assignees. I guess my question is "where are you looking, that you expect to 'see' them?"
