How I can easily import issues from another issue trackers with a predefined layout? (i.e. SpiceWorks)

Dear. 

We are trying to import cases from SpiceWorks with a predefined layout, but we are facing problems to populate all issues within JIRA OnDemand. Therefore, I would like your advise to check how we can do it more easily to get rid of doing a repetitive work. 

We tried to use the CSV tool available on JIRA On Demand, however it just imported a few issues. (80 of 5000+)
