This appears to have started with the intro of the new UI.
I have some jira issues that have attachments that are referenced within comments. Jira normally renders the attachment as a small scaled image unless the user clicks the image. However I have some issues in which the attachment is rendered in a window whose width is the same as the comments column and includes a horizontal scroll bar. If I download that attachment and include it in a test ticket, the image shows scaled.

What causes the scrollbar and how can I get rid of it?
