Hierarchical CSV Import with Initiatives not working

I'm trying to import some issues considering the hierarchy Initiative>Epic>Task>Subtask
In this article it's described, that I have to run two imports. First for the Initiatives and the next with the rest.
Is this still the current workaround or is there a better way?
