The 'RAG report' term is not very self-descriptive. It can have different content. For example, using the app I developed - Multi-team Scrum Metrics & Retrospective, you can get this RAG report:

Or to construct your own using custom JQL metrics. Also, you can track it across any period - sprints, months, quarters, half-years, or years - and conduct in-place retrospections.

Could you please be more specific about what metrics/info you need to include in that report?

Our Great Gadgets plugin has an Issue Filter Formula gadget that can calculate a metric (count, sum, average, etc) and can display it in form of colored number or gauge chart in RAG color depending on its value relative to a specified value range. 

You could use gadgets like these to build a Jira dashboard with the necessary numbers and use it as a report. Also, same gadgets can be used to build the report in form of a  Confluence page.
