Well, every project should have a permission scheme attached to it. Yours probably already does.
This looks like you have gone to the generic list of Permissions Schemes. The message is not an error or warning - it's just giving you the ability to create a new Permission Scheme if you want to.

When I mouse over that Button..it pops up > admin.schemes.wrong.edition. Does this mean anything ?

Permission scheme changes are not permitted under the Free plan. You can see more details here:

If u see the Highligted portion in Yellow, i am not getting that enabled to add
