You'll need to explain a bit more. 

Although, at a guess, you're using standard issue linking, and your account does not have the right permission to add links to issues - check the permission schemes on both projects.

Hi Nic , 

Thank you for your quick response . I am making the linked issue as mandatory . So can we add a Not applicable as default value for linked issue ? please help

What's the point in making it mandatory if you need a value to represent "not applicable"?  Just leave it optional.
