Every time I try to create a new issue I get the above error. It's very non-descript and search for the error code pulls up nothing.

A couple of things to try:
Try another browser.
Try the browser with Incognito mode.
Check the permission scheme for the project to be sure that you have the Create Issues role.
Neither Incognito mode nor a different browser made any difference. I should have permissions to create issues in the project(s) I am working on, but with this error that shouldn't matter. I am getting the error message before being able to enter any information into the "Create Issue" window.
In my case, I press the yellow "CREATE" button at the top of the window. A popup shows up with the Project, Issue Type, etc. That popup closes after a few seconds and I get that 1N60SKR error.

You should probably go ahead and create a support ticket with Atlassian. Please post back here with the resolution for future readers.

Unfortunately, I can not create a support ticket, which is why I was here instead. Our account is setup so only certain people can create those tickets, and I am not one of them.
I have contacted our internal support staff. Hopefully they will be able to submit a ticket. I will try to post a resolution, but I may never know the how/why, just that it works again.

I had been removed and/or was no longer a part of any of the projects. I was added back to all of them and that solved the issue.
Why I was no longer part of them is unknown.
