Has anyone been able to successfully transfer screenshots to JIRA from a SFDC case?

We are currntly having issues where when we paste a link or a screenshot into a rich text field in SFDC, it is getting converted to HTML when we create the JIRA bug ticket which then requires a lot of cleanup in JIRA (& the screenshot doesn't come over at all). I'm hearing it is a JIRA limitation from one vendor and another says they can do it. Before I start looking at a variety of vendors can someone let me know if this is even a possibility in JIRA? We want the screenshot to transfer into the field directly in JIRA and not have to have separate attachments for our steps to reproduce.
