Has Atlassian still not added the feature of not being able to close a parent if children is open?

it is now MID 2019 and it look like this is still not added to Jira, I am unclear why this is not a feature high on the list of To Do - it has been asked for since 2014 by many many people..

This is specific in relation to Epics and Stories

Simply add the 'Sub-Task Blocking Condition' to the Close action of your workflow:

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

Thank you for your suggestion, and I guess I should have been more clear.

I was talking about Epics and stories.
