I had the ability to pull in Jira data into Excel. I could adjust the fields needed within Excel and refresh the data as needed. I no longer have this capability and not sure what changed. The icon in the upper right corner has disappeared. I tried rebooting my computer, but the problem persists.
@DWyman Atlassian is reworking the Issue Navigator screen. I noticed that in one of our Jira sites (but not on others!), the export icons were moved to menu items in the "Apps" drop-down menu:
Isn't this possible that this change has been rolled out to your instance, too?

Depends what was used to pull the data, did you use a tool or connector of some sort? I would start there and look to see if the configuration was reseted or updated recently. Also, was there credential changes recently that need to be updated.
