HTTPS on 8443 not working

I have tried setting up https following this - https://confluence.atlassian.com/adminjiraserver/running-jira-applications-over-ssl-or-https-938847764.html#RunningJiraapplicationsoverSSLorHTTPS-jiraconfigtool 

I followed the instructions 1-12, then Configuring your web server using the Jira config tool, but i keep getting "the site cant be reached"

I created the jira.jks file in Portecle, as per the instructions, then added the details into the Web Server section of the Jira config tool. When I check the Certificate it comes back with all the correct details. The Base URL is set correctly and corresponds to the Common Name when creating the Certificate. 

 

I have IIS installed on the same server, but have stopped the site that we used.

In the Jira config tool, I have just configured this for HTTPS only, but I can access Jira using HTTP://servername:8080 although I get a warning saying it is not secure.

Any help would be appreciated

Not sure if this helps, but I have tried using the Examine SSL option in Porticle, and I get the following error for our Host IP
