A new access was introduced called "Guest" to provide Jira access for a single space.

In the document it is mentioned that "Guests are free of charge (up to 5 guests per paid user). Total number of users (paid + guests) can't exceed the current Confluence site user limit."

Hi @Pavan Kumar Pinniboyina , Looks like you ended up on the wrong documentation page. The Jira Guest documentation says "Total number of users (paid + guests) can't exceed your Jira site's user limit." Basically, guest users are free, but your limited in how many you can have. The user limit per site is 50,000.

so "Guests are free of charge (up to 5 guests per paid user). Total number of users (paid + guests) can't exceed your Jira site's user limit." jira site limit is 50.000 and it is not related to license limit. Correct?

It's basically the same thing as for Confluence. You can find official article here: Manage guest access in Jira 📚

As stated in the docs:

Guests are free of charge (up to 5 guests per paid user). Total number of users (paid + guests) can't exceed your Jira site's user limit.

Guest access is only available in Standard, Premium, and Enterprise plans.

Also be sure to ready policy information about using this feature. (stated in the same article)

We have not opted for Confluence, how guest user pricing will be calculated

Hi Pavan,

You don't need Confluence for any of this. The ratio in that sentence counts against your Jira paid seats, so if you hold 40 licensed Jira users you can invite up to 200 guests at no charge. Confluence keeps appearing because the same feature exists there too, not because your Jira guests depend on it in any way.

There are two clauses I would size your plan around rather than the ratio itself. The first is that you may not convert current or former paid users to guests, so I would not count on moving your existing licensed people down into the free tier as a saving. The second is that Atlassian reserves the right to change the ratio of guests to paid users, which tells me your five to one arithmetic is a current allowance rather than something you are entitled to keep.
