Guest access pricing details for Jira Software

Hi @Pavan Kumar Pinniboyina , Looks like you ended up on the wrong documentation page. The Jira Guest documentation says "Total number of users (paid + guests) can't exceed your Jira site's user limit." Basically, guest users are free, but your limited in how many you can have. The user limit per site is 50,000.

As stated in the docs:

Guests are free of charge (up to 5 guests per paid user). Total number of users (paid + guests) can't exceed your Jira site's user limit.

Guest access is only available in Standard, Premium, and Enterprise plans.

@Pavan Kumar Pinniboyina , you have three answers that each hold one piece of the rule, so let me put the pieces together from Atlassian's current guest documentation (updated May 2026), because they are all in force at the same time.

Guests are free, up to 5 guests per paid user. @Tomislav Tobijas has this exactly. The denominator is paid Jira users on the site, which is @Gabriela - LeanZero point: JSM agents, Confluence users and portal-only customers do not add to the guest allowance for Jira (manage guest access in Jira).

There is a second ceiling, and it is @Laura Campbell . Paid users plus guests cannot exceed your site's user limit, which is a plan property (Standard 50,000, for example), not your paid tier. For most sites the 5:1 ratio is the binding limit; for very large or Free sites it is the site limit. Both apply.

Three conditions that decide whether the price question even applies:

1. Plan. Guest access exists on Standard, Premium and Enterprise. Not on Free.
2. Who qualifies. A guest must be external: their email domain cannot match any domain associated with your organisation or its affiliates. Atlassian states it will restrict the feature if it is used to give internal people free seats, and reserves the right to change the ratio.
3. No downgrades. You may not convert current or former paid users to guests. @Gabriela - LeanZero warning is in the doc verbatim. The path only runs the other way: a guest can be promoted to a licensed user, at which point they start counting toward billing.

What a guest can actually do, which is usually what makes the cost moot: one space per site, a dedicated guest role with a restricted permission set, no global permissions, no space administration. If the external person needs to work across two spaces, or administer anything, they are a licensed user regardless of cost (guest permissions in Jira).

So for your case: on a paid plan, external, one space, five per paid user, free, until you hit the site limit or need them somewhere else.
