First, I was able to make filters and put in share permissions groups as viewers or editors, so I could use it as the base of a new board. But now all groups are gone and there are only five options left. I'm part of the groups that I want to add as Editors.

The only groups which will be listed are the groups to which you belong. You can't share the filter with groups to which you do not belong.

Have you tried starting to type in the name of the group you want?
Are you a direct member of the group you want, or a member of another group that is nested in the target group?

When you tried typing in the group name, did you make sure that you matched the case? I found that if the group name was "Group A" and I typed in "group" then no matches were found.
Otherwise, all the posts I'm seeing that mention the same problem have the same solution - the user was not a member of the groups that were missing.
