I cannot find a way to group tasks into Epics using Agility. It is clearly documented for Scrum and Kanban boards, but doesn't appear in documentation for agility. Is this feature missing?

Are you trying to group the tasks per Epic in the backlog view or in the Active Sprint/board view?
There are two features that may help you to achieve the functionality you are looking for.
In the Active Sprint/board:
You can configure your swimlanes to be grouped by Epic. You just need to navigate to your board > click in the three dots icon (...) > Board Settings > Swimlanes
For Backlog view:
You can add the parameter order by "Epic Link" to your filter query.
I'm looking at the Board view (I've turned off the Sprint feature on this board, but enabled the Backlog feature). The only options in the three dots is "Manage Rule".

It seems that you created your project with the Agility template. This template was developed for the customers which do not need any kind of customizations, providing only the simple view of project boards.
If you want to perform more customizations on JIRA as the ones I mentioned before, you will need to start a new project using a Scrum or Kanban template.

Per your description, I've understood that you were trying to group issues per Epics on the board, which can be achieved by customizing the swimlanes. That's why I mentioned the limitation of Agility projects.
Anyway, Agility projects are also restricted in functionality when talking about issue types and Epics are not available on agility projects too. The issue types available for Agility projects are Story, Task and bug.
I just would like to make it clear that this limitation is intended for Agility projects and all these features are available if you use a Scrum or Kanban Template of JIRA sofware.
