Grant access to manage all users, without being charged for product usage

We need to have administrator accounts in our Atlassian tenancy which can onboard and offboard user accounts. However, because these are set as org admins, it seems like Atlassian then wants to charge us for the usage of every product on the account, even though these accounts are just for admin purposes. When I try to revoke product access it says I can't because they are org admins. What's the best solution here?
