I have spent more than an hour navigating JIRA's horrible permissions system trying to give a user permissions to create work items in bulk. None of the documentation I have read have helped me do this. I even gave Administrator permissions to this user and nothing. I gave the user global permissions to create items in bulk and nothing. JIRA now has this very confusing thing of space vs project: I can't get my head around it and that has made near to impossible to find project permissions anymore. I read that I need to give this user some "Creator" permissions in the space... but I cannot find that role anywhere (or figure out how to create it). FYI, I have Site Administrative permissions so I should have the ability to do all this.
Not to mention that it is now impossible to get a real person to provide support...

I am sorry to hear you having difficulties with Jira's permission schemes.
I am not sure I understand what you are attempting to do. You can't 'bulk create' work items without doing something like a CSV import. You can bulk edit work items, that is controlled via the Global Permission for 'Make Bulk Changes' along with the Space (which is the same a Project used to be, it was just renamed) Permissions to be able to perform edits to work items.
If you are looking to set up users with the ability to import via CSV, the Create Issues using CSV Importer walks through the permission needed and how users would go about complete this. Is this what you were looking for by chance?

Thanks for the answer. I was trying to find how to import work items with a CSV for bulk creation. I ended finding that option in the least obviously place after smashing the AI bot, who kept suggesting a solution that was not available for me (something like set up Product Discovery or something like that). We'll see the option I found works, but man, it took me basically more than an hour to find.

Users need to be in a group that has the Global Permission "Make bulk changes"
CSV import then can be done via the System settings as described by @Andy Rusnak , but only if you are in an admin role.
Normal users in a group that has the global permission "Make bulk changes" can do this on space level as well.
If they can create issue in a space, via the List option in the space, using the 3 dot option they can import issues via CSVas well.

@Andy Rusnak Meh, it is not always that obvious. Some settings have landed in really weird places in the UI lately, and finding something in Administration can sometimes be a real pain.
