Give the access to jira reporter when they restrict to some special roles

We create a special jira project A, only want the managers/leaders and the reporter have the access to visit the jira project. 

So we use the restriction, but reporter can't view the jira because they have no role of managers/leaders.

What should we do to get the reporter to visit the jira?

In the Permission Scheme for the Project, add the Reporter to the Browse Projects permission.
