Give permission to Add users but not full Admin Access

Is there a way to give permission's normally given to Admin, but not all of them?

I would still like to break down some of the things people can do, even as an admin.

Like being able to add users, but that's it out of Admin set of permissions.

Hi, it's not possible to distribute the functionality of an administrator of an instance according to your needs. The only administrator features that a user can have without being an administrator of the whole instance would be being a Project Lead, then he/she will be able to manage the target project (even then, these permissions would be restricted).

Add users it a functionality restricted to Administrators.

As highlighted above, I am afraid adding users is only possible if you are an administrators. In the documentations, you will always find in the beginning: "...log in as an administrator....." as in here.
