I am getting a 404 Forbidden error while I try to access all the Users. Although checked the same from some other account, JIRA users can be accessed with no problem. I owe the admin access but am getting this error.

Community moderators have prevented the ability to post new answers.
OK I got the answer to this question. This is because user is not added in the Site admins group. User management needs special permissions which is only provided to the Site admins.
