Get notified when an issue has not been updated in XX Days?

I would like to get this notification so issues do not fall through the cracks. How can I set this up?

1. Create a filter that finds issues that have not been updated in XX days (probably want to add "and status not in (resolved, closed)" type clause to eliminate the genuinely dead issues)

2. Save it

3. Subscribe to it and you'll get regular emails

4. I'd also use it in dashboards...
