Get license usage history quarterly and fetch list active users with last login date.

We are using Jira server instance 8.7.1. bitbucket server  -6.10.0, Confluence server - 7.4.0
I would like to find out two things,

1. Need help to get the quarterly usage of Licenses (history), we are using MSSQL DB so either by SQL query or any API if possible. 

2. Need help to list active users in Jira, bitbucket and confluence with last login information. - any script, API, query for these.

Assuming that you manage the user accounts centrally (shared by the 3 applications), you can export the user accounts from Jira to Excel:
