When I try to create an issue for a specific project only, it gives me error that the issue cannot be created but if I search I can find the ticket.
Also the one that is created is corrupted and you cannot transition between the workflow although we have access.
The actual error below:

The tags on you post indicate you are using the Data Center Jira product. If that is correct, what version of the product are you using?
Do other users have the same problem? Are any other users able to execute the same steps and have the issue created successfully?
Are you the Jira Application Administrator or Jira System Administrator for your Jira Data Center instance?
If you are not the administrator, have you reported this problem to the administrator?
If you are an administrator have you tried opening a support case with Atlassian directly to get additional help?
