Sure there is a French version of Jira:

- If you'd like to change it for your profile only:

• Jira Cloud - Manage your Jira personal settings
• Jira Server - Managing your user preferences

- If you'd like to change it for all users:

• Jira Cloud - Configuring Jira application options > Internationalization
• Jira Server - Choosing a default language
